Hull City Football Club has been hit with a severe financial penalty and a suspended transfer ban after an extensive investigation by The Football Association into historic breaches of agent and intermediary regulations.

In an official statement released by football’s governing body, the FA confirmed that a £10 million fine alongside a suspended two-window player registration ban has been handed to the East Yorkshire club. The sanctions stem from a total of 74 separate breaches of FA Rule E1.2, which covers non-compliance with regulations surrounding football agents, intermediaries, and third-party investment in players.

The investigation was initiated after Hull City’s current ownership group self-reported the misconduct shortly after completing their takeover of the club. Upon uncovering evidence of improper payments, undisclosed third-party arrangements, and intermediary regulatory failures dating back to previous administrations, the new board immediately brought the matters to the attention of English football authorities.

The full statement from The Football Association reads:

> “A financial sanction of £10 million and a suspended two-window registration ban have been imposed on Hull City FC for breaches of The Football Association [The FA] Football Agent Regulations, Regulations on Working with Intermediaries and… Third Party Investment in Players Regulations.

> “The FA charged Hull City FC with 74 breaches of FA Rule E1.2 after its current ownership self-reported misconduct upon its purchase of the club. The FA is continuing to investigate individual misconduct arising out of this case.

> “Hull City FC admitted to the 74 breaches of FA Rule E1.2 prior to a hearing and an independent Regulatory Commission imposed a six-point deduction, which was to be suspended until 30 June 2027, and a £10 million fine.

> “The club appealed against the suspended points deduction and an independent Appeal Board allowed the appeal and set aside this sanction following a further hearing. In its place, the Appeal Board imposed a registration ban for two complete and consecutive transfer windows which is suspended until 30 June 2027.

> “The £10 million fine imposed by the Regulatory Commission was not subject to appeal and the full amount will be invested into grassroots football.”

The Appeal Process and Sanction Details

 

Initially, an independent Regulatory Commission handed down a suspended six-point deduction alongside the £10 million fine after Hull City formally admitted to all 74 charges prior to a disciplinary hearing.

However, Hull City lodged an appeal specifically against the suspended points deduction, arguing that a potential sporting penalty hanging over the team could unfairly disrupt future competitive campaigns. An independent Appeal Board agreed to set aside the suspended point penalty, replacing it with a suspended two-window transfer ban.

This transfer ban will remain suspended until June 30, 2027. It will only be triggered if the club commits further breaches of intermediary or agent regulations during this probation period.

While the club successfully altered the nature of the suspended sporting penalty, the eye-watering £10 million financial penalty stood unchanged, as it was not subject to the appeal. In an unprecedented move, the FA confirmed that the entirety of the £10 million fine will be directed straight into grassroots football initiatives across the country.

The FA added that while the proceedings against Hull City as an institution have concluded, investigations into individual misconduct linked to the 74 breaches remain ongoing.
